The National Security Personnel System (NSPS) continues to be implemented slowly in the Department of Defense. In her article in the Armed Forces Comptroller (AFC) Journal, Pat Bradshaw (Deputy Under Secretary of Defense for Civilian Personnel Policy) characterized NSPS as "the impetus and framework for transforming the Department's civilian workforce." According to Bradshaw, NSPS emphasizes accountability, flexibility, and results.
